This decision allows a train that would otherwise return to a depot without passengers to instead accommodate travelers.

The ORR’s assessment revealed that the capacity and performance conditions on the southern section of the West Coast Main Line remain largely unchanged since the last evaluation, which also resulted in the rejection of similar service proposals. This consistent outcome underscores the ongoing challenge of balancing demand with the existing infrastructure on one of the UK’s busiest rail corridors.
